PASS ID Offers Solutions And Meets 9/11 Recommendations, Says Expert

David Quam, Federal Relations Director of the National Governors Association, says that PASS ID, an ID program that would shift the authority of the states over identification to the federal level, offers solutions to the problems posed by REAL ID. He also says it meets the 9/11 recommendations of the 9/11 Committee where REAL ID fails. Quam also says that PASS ID is important because Americans want identification that represents exactly who they are. (0:39)
