Despite Republicans getting their way on their provisions, Senator Patrick Leahy was forced to withdraw his amendment on same-sex couples.
“Congress has an obligation to help these families rebuild. Congress also has an obligation to have a serious discussion about how we pay for emergency money that the state rightfully deserves,” Stutzman said in a statement.
