Eni Enrico Mattei Foundation Senior Fellow for Middle Eastern and African Studies Robert Danin says the UN Security Council’s failure to act on Syria has pushed Western and Arab countries to consider assembling a coalition of the willing to act outside the framework of the United Nations.
